At first glance I thought it was an insulator, but the close up looks like a single disk out of the entire piece. I'll keep looking, but I suspect something like this. In high wind areas sometime things like this disc, or balls are attached the the lines to keep them from touching in high wind and arcing. Wishing that there are signs of alien life left on our moon... So much so they will ignore common sense. The REALLY SAD thing is, if I got some moon pics and spent about 2 hours on them, I could come up with MUCH BETTER things than the rubbish people keep posting about mars (or the moon in this case).
