Here in England we still have adverts asking for aid to India, this is the reason why some of us are so against what we see here. There are many rich people in India, they do not care about the poor or starving but they are willing to take aid of other countries. The aid is for the starving, not for the rich to get richer!
Its in the nature of the rich to get richer; that is often why they are rich. I live in a socialist country and believe me there are rich people here too, in spite of the fact that it isn't suppose to be able to happen with our particular economic system. In the end it is allowed because taking away their money actually does the nation harm and generally does little to help the poor and even makes them poorer.
Things like a space program are generally undertaken by countries like India for very practical reasons -- to control their own communications, their own weather and other surveillance and mapping, and so on. Sending a rocket with a payload to Mars is not much in such a budget and serves national pride as much as winning the World Cup (and probably would cost less than fielding the team).
There are always the poor -- isn't that what Jesus said -- and anointing his feet was as worthy. The point I take from this is that one can do only so much for the poor and then it becomes a waste of money and indeed an entrapment keeping them in poverty.
I suspect the campaigns for aid to the poor of India are organized charities with well paid staffs. They do some good in the process of making themselves nice careers.
