He presented at Columbia Presbyterian Hospital suffering from Fever, Nausea, Pain and Fatigue Wednesday night. On Thursday morning he was taken to Bellevue Hospital in Manhattan for testing. The unidentified doctor returned from West Africa about 10 days ago, the official said. Investigators are taking the case seriously because it appears the doctor didn't quarantine himself following his return, the official said. The case came to light after the New York Fire Department received a call shortly before noon Thursday about a sick person in Manhattan. The patient was taken to Bellevue. A statement from the New York Health Department said preliminary test results are expected in the next 12 hours. ..... It must be differentiated in between quarantine and isolation. An individual cannot conduct a quarantine at any place outside places those are special designed and maintained to fullfill all requirements for a quarantine. An individual can isolate/separate itself, maybe at the homeplace, but thats not sufficient as e.g. the individuals excrements and the daily consumer waste gets into the enviroment uncontrolled. In addition, quarantine compliant desinfection procedures at the gateways, e.g. food deliveries by external ppl, cannot be conducted at non-quarantine spots. But I´m sure that the NY case will open a general discussion, also about the responsibilities for the case itself, how to proceed on future mission by ppl who risk there health for others by giving medical help to ill ppl in areas where a deadly disease is present and the reason for the help given as well. It is embarrassing that such ppl, and again, who are risking their health to help others, do not get the maximum of protection and medical aid (quarantaine) to minimize at least the risk for their direct social enviroment, and for the puplic as well, to zero. Another question is, would the doc had got a quarantine place if he had asked for, and if not, why not. I did a quick search on the CDC HP and have found their own definition for quarantine: Title: PART 71 - FOREIGN QUARANTINE Context: Title 42 - Public Health. CHAPTER I - PUBLIC HEALTH SERVICE, DEPARTMENT OF HEALTH AND HUMAN SERVICES. SUBCHAPTER F - QUARANTINE, INSPECTION, LICENSING. PART 71—FOREIGN QUARANTINE Sec. 71.1. Scope and definitions. Quarantine means the separation of an individual or group reasonably believed to have been exposed to a quarantinable communicable disease, but who is not yet ill, from others who have not been so exposed, to prevent the possible spread of the quarantinable communicable disease. http://www.gpo.gov/f....xml#seqnum71.1 Im not a medic or a layer but for me the situation is very clear, means, all ppl who return back from such missions and places as the NY doc did, are subject to quarantine actions in general. If they get at all ill they need to be immediately taken to a hospital that's prepared to deal with ebola. This is a pretty straight forward tactic and since ebola can not be spread until a person becomes ill such measures will be effective. Same Lilly, the very morning he became symptomatic (although it was before he became symptomatic) he had visited a bowling alley and travelled the subway system.
