How do they conclude that it will rival a category 4 hurricane when they state the winds will reach 98 mph and on the Saffir-Simpson scale, a hurricane with winds of 98 mph is only category 2 (95-110)?

I think they are talking about the pressure at its center will rival a category 4 hurricane not the wind speed. They also say it doesn't pose a threat to land.
