Perhaps it is a normal animal that was deformed in some way at birth, but not to the extent that it can't survive.

Honestly, this isn't a monster at all...it's just some type of beaked whale. Perhaps it's a sub-species yet to be catalogued...but it's most certainly a beaked whale.

The picture is very sad. It is a dolphin upside down (or whale) It's pectoral fins have been removed.
