UFO sighting

I'm not really a ufo/alien fanatic but I do have an open mind and I always try to document strange occurences so here it is. I live in rural Northern USA and was just getting to work. As I got out of the car I see what at first I thought was the moon from the size of the glow but when I looked up I saw a point of light like a small star surrounded by a tiny cloud of some sort. The object was slowly moving down the western horizon, and the strange part is the cloud was eminating from the object. It wasn't a line like a vapor trail from a jet or a comet. The cloud wasn't even constant. sometimes it would disappate to almost nothing and the star was bright and clear, and suddenly a puff would eminate from the middle of the object surrounding it to almost obscurity. There were no blinking lights or anything, just a slow moving star churning out it's own little private cloud puff. One of my coworkers also saw it on our way inside. I asked him later if he thought it might be a weather balloon or something in low orbit that was reflecting enough light to generate the steam/mist but he said a weather balloon would have been larger than that. That was my only theory as it was pre-dawn and an object that high up might have been reflecting the morning sun. Anyways, I don't really have much else to add. I really wish I had brought my phone to work. I would have been able to take a picture. Any thoughts or ideas as to what that might have been?
