Very inconclusive, but I see no clear indication of hoax. I need more background information though, particularly from the individual who presented the film and his explanation of the events. It doesn't seem to be computer animation at work, but it could be a trick of light, something done in front of the camera lense to create this effect. Another thing that is vital to determining credibility of a video such as this is a date. A date and time would be able to be verified. For example, were there others in the area that witnessed these objects? There certainly seems to be a few crossing the bridge, but they seem to oddly not take notice of the objects. Very suspicious, but interesting none the less. For the time being, however, I will suspend judgement until further information comes available, if any ever does.
