Quantum Leaps: The Impediment.

Is quantum leaps contingent on outside forces? Or do humans play a pivotal role and control when these leaps occur? And what percentage of the human species must leap to be considered effective for survival? All species leap; however, impediments block humanity; in particular, centuries of idleness and magical thinking( i.e. salvation beyond the stars); As if other alien life forms exist soley to cross the cosmos to save cannablistic mammals from themselves; nevertheless, if quatum leaps of human evolution is not at the hands of outside forces; nor contigent upon time, then it must be thwarted by humans wasting time; thus becoming dumber in the process-Devolution is a real force of the cosmos.
