PETA, is hailing a victory in the signing of the new National Defense Authorization Act for 2013. Undercover footage from PETA revealed the shocking limits the Dept. of Defense would go to simulate battlefield wounds by shooting, stabbing and sawing of the legs of animals with tree trimmers.
The Physicians Committee for Responsible Medicine has also lobbied to end this cruel practice for some time, and they are also hailing this as a victory.

As for the philosophic tag, well, how's this for a syllogism;
Maiming animals for combat surgery practice causes pain, suffering and death.
This practice is unnecessary; there are legitimate alternatives.
Therefore, by definition, it is animal cruelty.
My unstated assumption is; all things being equal, a world with less pain and suffering is better than a world with more pain and suffering.
