Close ups of the photo do show it dripping, but let's for the sake of conversation, ask the question "Then what is it?" You can pick up red hot steel with machinary like that and it will keep it's color. This pic is also weeks after the collapse, so what would retain that kind of heat?
No. That is evidence of steel that has reached high enough temps to become pourus. I can't say what part of the building he's holding on to, but it's easy to see it's steel and it's easy to see it's been compromised. What he's hanging onto is not for show like clading or soffit, that was part of the structure.
