The beauty of our system of government is that it is easy to keep it from actually doing much. 41 votes can stop a vote in the Senate, a stopped vote in the Senate basically invalidates whatever the House managed to vote on, the President can veto, the Congress can bypass a veto, the Supreme Court can rule on the Constitutionality of a law passed, and "We the People" are the real monkey wrench in the whole thing.
