It appears that the US ambassador gave the rock to the Dutch ex-PM to commemorate the visit of the Apollo 11 crew, and the ex-PM just assumed that it was moon rock, although the actual plaque that came with it doesn't say so. All a misunderstanding, and not discovered until recently because the rock wasn't on public display nor ever examined by a scientist in the previous 40 years.
