The carer is most likely to be the parents. Over here, our government pays for an outside carer to look after the child (or adult) for a certain amount of hours (20 i think) per week. It was recently ruled that the parents should be paid to care for the child as the human rights bill says you cannot discriminate on the basis of being a family (i.e. the carer gets paid, why shouldn't I?). So therefore, knowingly bringing a disabled child into this world is equivilent to asking for thousands of dollars a year from the tax payer. I disagree with forcing people into a corner over the issue, but you cannot deny that most children with disablities are a drain on the tax payer to some extent. That being said, even the most stupid politician should know not to shoot his mouth off over a highly emotional issue such as this.
