I've heard this on the BBC breakfast news this morning. All I can find with a quick internet search is a vague reference here.

Anymore info on this anywhere?

Does this constitute abuse of the laws on the part of the UK government?

The other main headlines has Gordon Brown calling for global support for banks. I'm confused!!!
