Five people were held in dawn raids on addresses in Enfield, north London on Tuesday. A man was also arrested at a nearby business.
Three other people were later arrested, including two at a register office.
The probe centres on EU nationals marrying illegal immigrants who then have the right to live in the UK.
Police believe one group alone have been involved in about 300 "sham marriages".
A Home Office spokesman said: "Investigating officers suspect these people to be involved in the largest sham marriage network in the UK."
