Any individual that believes it is OK to treat any animal (not just a dog) in this way should be subjected to the same treatment.

Under English Common Law, dogs, and all non-human animals, are considered property. Until this changes, cruelty will continue unchecked.  The only "improvements" we see and can expect is more tweaking of animal cruelty laws. In Canada the government recently increased the fines for animal cruelty. That's it. That's not going to deter anyone from treating their pets or backyard goats as anything different from sticks or stones.
