While the public may associate lying and deception with common criminals and petty crime, many people who make false reports have professional status, including high-profile careers and doctorate degrees.

Everyone lies.

And most people love playing the victim part as well, its never their fault, even if they're 100% at fault.

Attention, mental instability, sometimes a misplaced sense of duty (bringing to light true discrimination / hate crime issues).

People in modern society are often coccooned from the consequences of their actions via 'rights and privileges'. As a result many more people have less social responsibility when compared to previous, less 'inclusive', societies. Also, the increasing social isolation of people - fostered by the ease of 'virtual sociability' via technology - adds another element to a growing lack of social responsibility.

I believe this can be looked at in a few ways. Yes some one can pretend to be a victim either for publicity attention or other reasons. However their is another side to this. Sometimes we are unable to clearly identify weather a person is or isn't a victim. For instance how can we tell someone that they are or are not a victim for we are not in the other persons place and cannot tell what really happened. Evan the smallest incidents can be extremely impacting and traumatic. I preach this coming from a abusive home. I do not consider myself a victim but I know I have more then my share of mental scars to carry around from now on.
