I have seen footage of the earth rising over the moon, surely this is imposible as the  moon has a captured rotation and keeps the same side pointing to the earth at all times. From the moon the earth should remain fixed in the sky.Can anyone explain why the earth would be seen rising.

That is a very interesting question. You are correct that the Moon keeps one hemisphere facing the Earth, due to "captured rotation". However, the Moon does "librate", which effectively means that it appears to swing from side to side during its orbits around our planet. In effect, this means that a total of 59 per cent of the Moon's surface can be seen from Earth (although only 50 per cent at any one time.....obviously). Even so, this wouldn't produce a particularly significant movement of the Earth in the Moon's sky.

Maybe this "Earthrise" phenomenon was filmed from the Apollo orbiter, as opposed to the Moon's surface ?
