People jump to conclusions to quickly, couldn't it be possible that someone else in the area also owned a border collie.   Many people don't recognise an animal unless it is their own, when you have multiple dogs of the same breed in an area with the same coloring an owner can pick their own dog out by its markings.  Someone that really doesn't know or interact with that animal would only see a dog that looks like the others.

That was a good mini-series.   For the most part, it was accurate as well.

This is what many sensible farmers would have done. Instead, he decided to trespass on his neighbor's property and kill the dog there? That's the complete opposite of sensibility.
