Trevor Phillips said there should be 'positive action' to stop them 'jostling their way' to better education and jobs. Mr Phillips, who heads the Equality and Human Rights Commission, said: 'We need to kickstart a new equality revolution. Mr Phillips was controversially re-appointed as head of the £70million-a-year quango by Equality Minister Harriet Harman last year despite the resignations of several commissioners who criticised his management style.
