Actually, it was just under 14 meters... in the course of 15 seconds.

If you look at all the reported data you will see that there was a spike at one of the reporting intervals:

Given that the water column height data is reported every 15 seconds (at least on sensor/monitor/channel 3), and given that the data surrounding the anomalous "spike" at 09:06:30 remains virtually unchanged, it is at least feasible, but more probably very likely, that the "spike" was an erroneous report, or something other kind of error.
