The DOI isn't relevent in this situation. You should try reading the US Constitution, that's where this particular right is relevent. Also, you might want to do a little research on Supreme Court cases. Reynolds V. United States (
98 U.S. 145) - Granted, this was a 1st amendment issue, however, the following is used to summarize that although rights are Constitutionally protected, they are not absolute - meaning,

But, since you brought it up, the DOI (as well as the US Constitution) does NOT preclude the state or federal government from making a firearms safety course mandatory. So, your little "argument" or theory is invalid.
