World leaders have congregated "enmasse" for many, many occasions I think most of the folk involved will be well aware of what needs to be done and the locals in this case will not be willing to have the memorial ruined by criminal activity - they might just be the best deterrent against any folk showing up to do anything other than grieve and commemorate.
