It does not look like a particularly odd photo to me, and eyewitness reports are notoriously unreliable.

Who dresses like a "spaceman" in 1964 and can get photo'd without being seen by the photographers. It's pretty odd.

It is a curious picture it almost looks like spaceman shaped balloon. No doubt if such a picture was taken today they would immediately be accused of Photoshop manipulation.
Most people do not want to know the truth they only want confirmation for what they think is truth.
