I'm so tired of the "smoking dance" that goes on in our various countries. If it's that damned bad for you, just ban it altogether and be done with it.
Ah, but as Steve point out, governments make significant amounts of money off of cigarette taxes (not to mention how many pension funds are invested in cigarette companies). It's in the government's best interest to keep a certain percentage of the population smoking cigarettes.
It's the same with energy efficient automobiles. If we all drove the most efficient vehicles, gas tax revenue would plummet. We saw this in 2009 here in the US when gas prices went to all-time highs and folks started driving more energy efficient vehicles and/or greatly reduced the amount they drove. Gas tax revenues fell dramatically and municipalities started screaming.
