Why would anyone behave in such a way that a seeing a woman in a brown coat that a photographer taking photos from what looks like a fair distance away across the other side of the water would notice their behaviour? If it was in fact just a woman out walking, then people would behave the same as if nothing was there, going about their usual business.

It's a crop from a much larger panoramic image in which the woman is nowhere near the middle of the image.
