I kind of like the idea of a selective service, but I'm afraid you are a bit naive about construction if you think they can learn to be an electrician or plumber in 6-8 weeks. Most apprenticeships take around 4 years. Heck, it would probably take 6-8 weeks just to teach the Osha 30hrs, 10hr, lift training, Msha 10hr, Lead Awareness, Asbestos Awareness, Tool use and safety, Forklift/Skid loader training, Municipal/state codes, etc.
I have worked in both union and non-union construction around here in Iowa and have a bit of insight on the bidding process. The price is generally about the same with one company or another usually going below cost to "buy" the job to keep their guys busy. Some companies do have advantages for being material costs or an abundance of cheap college labor or a pool of highly skilled guys, but it generally washes out.
The sad truth is, 95% of the construction workers I have seen (union and non-union) will in my opinion be dependant on the government in their retirement years. Construction simply just doesn't pay enough for the physical toil it takes on the body.
Going back on topic. I would introduce a bill to ammend the constitution to half the number of senators and representatives and possibly a balanced budget ammendment with exceptions for war and national emergencies. (I do think the US needs a credit card, I just think we shoudln't be using it for everything)
