The right to peaceful protest is not illegal in the UK, such as marching down the street with banners. However, this lunatic was not peacefully protesting. He was arrested on suspicion of a Section 5 public order offence, namely behaviour likely to cause harassment, alarm or distress
But he is lucky. He could either have been very nearly charged with manslaughter, due to the fact that a member of the Oxford team collapsed with exhaustion at the end of the race because of the amount of time that the boats were on the water because of the idiot's actions and had to be rushed to hospital, or he could have been decapitated by the oars of the boats, which are very sharp (it's a pity he wasn't).
I also find it concerning that something like this should happen just over 100 days before the 2012 London Olympics start. Hopefully we'll not have such security breaches during the Games.
