I've seen foxes a hand full of times over here in the UK and they normally pause for a second or two and watch to see if you have seen them. Once they realise you have they slowly turn around and walk away back into the undergrowth or field. I would only imagine they would attack when chased or provoked. Sadly my last sighting was about 8 years ago.

The only wild foxes I've seen have been roadkill. The same with badgers....

I've never had a bad encounter with a fox, we get loads of them in our area and in some cases I will see between 3 or 4 in a night. They live in the local wood (it's about 300 yards down the road from where we live). Not once have they ever attacked me or my dog. Personally I agree with you there, they will probably attack if they are threatened but if the option is still there will flee.

Foxes are usually shy and avoid people.  The only thing I can think of that might cause them to attack is being cornered and of course if they have rabies.
