NHS patient’s records in England will be published online by 2015 as part of a drive to modernise the health service under a new strategy unveiled yesterday.

The Department of Health’s The Power of Information strategy wants patients to be able to 'securely' view records online in three years’ time, records which have up until now been kept on paper in hospital archives.

Records will be accessible by patients online who will have the ability to share them with GPs and “anyone they choose to.”

Because of the system there this will be less of a problem for Britain than the US.  We've had out version for nearly a decade it's called HIPAA
HIPAA: Health Insurance Portability and Accountability Act

Certainly well intended but the security is less than stellar and here, if an insurer discovers certain medical history, policies can be refused or made too expensive to afford.  The craziest aspect is that it's supposed to be a voluntary sysytem but if you refuse to sign the documentation that's required the medical facility can refuse you service.
