It's possible that the there was just something on the lense of the camera.

The camera would have been turned anticlockwise to take this, I'll wager, which meant the onboard flash was at lower right. Any small bit of dust* just in front of the lens would have caught the flash and appeared lit up exactly as shown. It could also have been on the lens (and might have been quite tiny)..
