No. It's a drug that people take.

I saw an interview with the father of the boy; he was so messed up from drugs or alcohol that he could not hold still, and kept twitching. You could tell that he also abused drugs. If protective services gives the boy back to him they should be fired.

A drug that seems to have just magically appeared on the streets one day...

It had to have been developed by someone and then released onto the streets, hence profit. What other reason would be needed to put this drug out on the streets? These things don't just pop out of nowhere, not in towns and urban locations.

Or, like MidKn13ght explained, it could be a Government-manufactured, weaponized drug that has been subtly exposed - into the streets as an experiment, to find out it's kinks and imperfections, before it gets perfected as a militaristic weapon.

The latter, frighteningly enough, doesn't seem too far-fetched in todays society.

They are a mix of Mephedrone ( http://en.wikipedia....wiki/Mephedrone ) and MDVP ( http://en.wikipedia....oxypyrovalerone ) and are sold as incense which has a label on the front which states, "NOT FOR HUMAN CONSUMPTION."

I watched a few videos on youtube where people are trippin' and its a scary, scary drug.
In one video a policeman records someone, through the back window, in his car and repeatedly asks his name, to which the man trippin' laughs and talks jibberish, then moves over to the other side of the seat and looks as though he has just seen the devil and starts whimpering.

I don't know why anyone would want to take them.
In another video a man is recorded on CNN in a hospital trippin', then afterwards speaks to the presenter of CNN. He describes what was going on in the video and says "Jason Vorhees was trying to possess him."
Nice.

Still seems as far-fetched to me as it ever has done. My point of contention was that there was something shadier than the usual drugs trade going down here.

I don't think it's government at all.
Rather, just a bunch of dope heads making money distributing a product that's not "controlled" yet.

Edit: I think some states have made the retail sale of bath salts illegal now. Not sure though, but I thought I read that in a news report somewhere.

States take action
At least 34 states (in blue) have legislatively banned bath salts, the nickname for a chemical concoction that produces an amphetamine-like high when ingested.

Well that helps I guess, but the question is...will it totally stop it?

I think this is going to be the mother drug abuse out of all other drugs, with no end in site.
