Depends on how one defines "intelligent" life? Is the only measure altering one's environment? Whales and dolphins exist in a medium where there is little need for artificial building because they are protected by the ocean itself. Parrots are extremely intelligent animals but since they can fly there is less need to "build" buildings and cars and long lasting artifacts. Some birds do build but their structures are less permanent than the gigantic cement and stone structures that humans build.
I'm not so sure we are all that intelligent for altering our environment and in fact it might proove to be our eventual undoing.
