People choose to do evil for reasons.
You eliminate evil by eliminating the reasons. Sometimes the reason is medical regardless of how much people dont want that to be try. Sometimes the reasons in a poor upbringing or a result of interactions with other people.
The only way to eliminate evil would be a police state to make sure everyone treats each other correctly including the parents and gene therapy to remove the medical problems.
