I'm pretty sure that was part of the point of blue lights. Even during the day some neighborhoods are pretty frigging scary. Couldn't you say that about anywhere? Chicago's biggest problem is the corruption of the whole city since the 20s. There were always no-go areas for cops and cop precincts almost under the control of organized crime. What is necessary is to clean out the whole place starting from the political establishment, that should also take care of the violence problem. Probably would make sense to do that first. Then lets see where we are with the gun debate. With a properly running moral government the need for guns would not be what it is today. And I know hoods can change- Boystown is a good example of that. But some of those hoods... I'm not sure any amount of corruption cleanup would help. I don't think there's enough good money that can move in to clean it up enough. And the bad hoods creep steadily into not so bad ones- increasing tags, increasing gunshots.. When I first moved into Andersonville, it was a really nice hood- by the time I moved out you could tell by the alleyways that the gangs had been using them as travelines. The forbidden in New York is something you seem to interpret, restricted is what I said, or in plain English, out of 10 applications maybe 4 got a permit, hence the Jersey trick.
