My first interpretation of what Boeing is proposing is that it is insufficient, does not address the core problems, and that , during an APU failure then the Battery back - up (28 - 32Vdc) does not provide a robust mitigation.
In terms of Functional Safety then I remain highly sceptical of their proposals with the real potential for Catastrophic consequences in the above scenario...
