I found this story here where this guy was born in a prison camp in NK and grew up there.  He finally escaped to the South.

Here is a map that shows how far his different missiles can travel.  Just select a missile type and it will give you the range and will show the range on a map.  In theory he can hit the US.

I really don't know why the UK would be at risk for an attack unless a missile could reach them over land or maybe some of the UK interests would be at stake.

China seems to be taking NK threats seriously.  They are having emergency drills along the border with NK.

US warns N Korea missile launch would be 'huge mistake'
