ALLOW ME TO ASSURE YOU THAT THIS IS NOT A HOAX OF ANY SORT OR AN ALTERED PIECE OF WOOD OR CLAY

I would like this to be scanned and plaster cast molded so original can be preserved for future study.  I have no budget to do either.  Perhaps I can donate it to a university or some society / museum.  Any and all suggestions are welcomed.

How did you come to the conclusion it is a skull?

That is not a skull, if anything it looks like a sea shell and someones put rusted metal around it. the more i look of it, its a lid of some kind

Don't look like a head to me.  I think its a sea shell.

I came to the conclusion that is it a skull because of the symitry on opposite sides of two eyes and two noses sharing a set of what apprears to be horns.  I just need ideas of what to do with it.  def not a seashell or lid

Doesn't look like a skull to me either. Not really sure what it is, but a skull isn't it.

No eye holes, no mouth hole, no ear holes. Keep in mind that every skull on planet Earth has to accommodate various other organs, all skulls.

The bottom almost looks manufactured.  Could it be a knob from a garden decoration, some sort of sculpture?

I guess i can somewhat see a resemblance to an aquatic skull of some sort.

Sure is small, compared to the penny.

Did you find this, or did someone else?

As for a shell of some type, certainly possible, but I don't know.

I'm fairly certain that a marine museum in your area will identify it, for free!

It looks more like a decorative cap for some type of gate post, fence post, stair railing, furniture, etc.

finally a good answer haha, yes ty pallidin I will try a marine museum, lots here in NY here are some better pics, because there is no dout in my mind that this is a skull , , , that I found myself on the beach in long island robert moses beach feild 2 when metal detecting , but no the metal detector did not go off when on top of this

Astral hillbilly, sounds like a good idea, except that it is too light , almost like it weights nothing in my hand , way too delicate to have been fabricated, no this is something from DNA thank you. , , I will keep my finding posted, maybe create a website around it
