Chrissie Hynde comes to mind. Pat Benatar does too. Kate Bush and Annie Lennox are great singers, although they're not really in the rock genre. Did anybody mention Stevie Nicks?

Personally, I'd go for Nanna Bryndís Hilmarsdóttir of Of Monsters and Men.
