If I had my own country, within 6 weeks I would be charged with crimes against humanity.

Mind tricks don't work on me, only money.

and I would also have my government give money to every female in the nation to get breast implants if she so choosed.

Mine would probably be like yours, although i would be dictator because I would want to be in control of everything.  Id be kind to my people though

You could make your own laws, of course, and social system, but also the national animal, the national flower, the national dance, the national anthem, etc., whatever you fancied. :)

I think this is a philosophical question, so I posted it here. I don't think this is a duplicate of an older thread, but I could be mistaken.
Gosh, a lot of it would depend on where and what size of a country.

In general though..
Me as head of country, but not the only one in charge. I wouldn't be able to run a whole country by myself and I know it.
Some sort of mandatory government service. This could range from military, to clerks at the local courthouse, construction on public works to helping provide healthcare. In service blocks or for a bit of time throughout a lifetime.
A basic public healthcare system. For basic checkups. Like the yearly physical, dental cleaning and checkup, vision test. Everybody has the same basic access to healthcare that way if they choose to use it. Anything beyond that goes more into what we have now with the general hospital and other medical practices.
A good education system.
A lot of green practices, but just what that might mean would depend entirely on what the country is.

It would be a dictatorship(to set things up) at first then a democracy. It would be a country you would be proud to live in and serve with the focus being on improving the people and the welfare of the country(Healthcare for everybody, education, etc). Laws would be simple and straight forward. Don't kill, don't steal, don't needlessly endanger people's lives. Basically everything is run for the profit of the people by the government which is why everybody would have to take part in it in some form and you would have to spend at least 2 years outside of the country so the citizens get more knowledge of the world we live in. If you decline service you get a ticket out of the country but feel free to comeback after you realize you had it good. It would be almost socialist to a point where everybody would have the basics of what they need and you improve your place by your own efforts, trying to maintain a 0% homeless, 0% hunger and 100% literacy rate.

If you fail at your job as the leader of the country in a serious way, you do not get to step down, you die very publicly. (I wouldn't exempt myself from that law either)

Australia with a few changes;

- All mining is to be done by Australian owned companies with Australian labour.

- Instead of patting ourselves on the back for our third world economy, we're going to actually produce things with the stuff we dig up. For example - instead of selling raw uranium to China, India and Russia, we could produce fuel rods and ensure a level of quality and safety. That way our materials aren't going into nuclear weapons.

- Dig an inland sea, double our seaboard, and irrigate inland Australia.

- Republicanize, or failing that, swap Queen Elizabeth II with Queen Edna I.

- A push for better a relationship with the Russian Federation, so that we can exile Kyle Sandilands and Jackie O to Siberia. Failing that, a space program is to be instituted so that we may send them to the black hole at the centre of the Galaxy.

- Generally promote enlightened patriotism over blind jingoism

- AFL matches will be aired at 2am on Wednesdays. Gradually AFL will be phased out as our national sport and replaced with something easier, like ten-pin bowling, darts or Halo.

- Cannabis growing as far as the eye can see

That would be my rough outline.  I would probably have to do a couple revisions to update for modern times.  We'll call it Republic 2.0
