Russia plans to organize a permanent base on the moon rather than leave it after several successful missions, the Russian deputy defense minister in charge of defense and space industries said. "The moon is not an intermediate point in the [space] race, it is a separate, even a self-contained goal. It would hardly be rational to make some ten or twenty flights to the moon, and then wind it all up and fly to the Mars or some asteroids.

Takes loads of $$$ and resources to pull this off, neither of which Russia has in abundance (considering the cost of Russia's latest endeavors (Crimea,Ukraine)).

Don't you believe it. The Russian space programme is no longer the underfunded joke that it was after the break up of the Soviet Union.

The Russians are already in the process of designing the rockets and space craft necessary to send crews to the Moon.

They have usually been able to achieve most of their goals in space with a far lower budget than NASA.

They have far more experience of long duration missions than the USA thanks to their Salyut and Mir space stations.

They also have the added bonus that their space programme is not kicked about like a football by presidents and congress every 4 or 8 years.

Probably not.

The USA is currently setting it's sights on Mars (although there is no guarantee that this will be the case once the next administration gets its hands on NASA).

China is a long way from being able to join the race and is currently more interested in building a space station.

Russia has also stated that a return to the Moon and manned missions to Mars should be undertaken with international cooperation. The European Space Agency, unlike NASA, is continuing to cooperate with Roscosmos on no ISS related missions.

Unless the USA changes it's mind about manned missions to the Moon AND continues to refuse to cooperate with the Russians for years to come then it seems to me that it is unlikely we will see a sixties style space race being repeated.

Almost certainly not going to happen.

NASA has a budget larger than that of Russia, China and ESA combined, NASA could suffer huge budget cuts and still be the largest space agency in the world.

Besides if you are right, when the Soviet/Russian economy collapsed then the US, China and Europe should have owned space... they didn't. The Russian space programme may have gone through problems that it is only just recovering from but it more than survived.

I have no doubt the US dollar will collapse and that sucks. However if NASA can still keep going with even less funding and with no meens of sending a person to space NASA is a last best hope.  I doubt Russia or China will have much interest in funding the US ambitions of space dominance.

Interesting that space industries come under the defence or defense ministry, of course there's a lot of cross-fertilisation isn't there. I wonder it if it leads to greater efficiencies everything being under one roof rather than military-oriented projects being the province of very very secret Military projects and nothing to do with NASA.
