That was my first thought as well, but he's got such a low center of gravity that it doesn't seem too dangerous really.  When you're  6 feet tall it can be really dangerous but at 24 inches not so much.

He seems quite good at it and is enjoying it too, still he's got no protection when he falls off, apart from a nappy! I notice when he does slip up he lands on his arms mostly but it could so easily be his head. His parents are taking a big risk I think.
