According to those on the phone, Nevada State Rep. Michelle Fiore is on the phone and offering to act as a negotiator for those inside the facility. Instead of letting them go away over time, they decided to save face value and make aggressive moves. They want to send a message to all militias out there, which will in the end backfire, because all this would do is make them even stronger in their belief that the government is attacking hem.
