can i learn make bullet time in real time...like slow down the time or if my brother trows something to me that every thing slow down so i van dodge it...i know it sound is have seen to mutch the matrix but is it possible??

yes,if chronokinesis is real then it is..(it's controlling time)

No. If "Chronokinesis" does exist, and if time is really a constant, then it's still impossible. The only thing you can do naturally is alter your perception of time. For example, when you sleep, do you experience all the hours you sleep, or does it pass in an instant, sometimes slowed by dreams? This is an example of time perception.

but you hear sometimes that when someone expiriens a real big bad think like a crash you hear that some times someone thought it was a long time like an hour but in fact it has been 3 sec ..how?

You still can't dodge bullets because of that....the perception of time is an entirely different matter.
Take flies for example and how sluggish we appear to them, when we try to hit one in relation to their reaction to fly away. Time flows just the same for all but the fly reacts much faster than us because of its inherit rapid reactions and physiology.

You're exaggerating. Yes, in events like this, you have chemicals such as adrenaline released in the brain which make you react faster, which also make it seem like the world around you is moving slightly slower. The effect, however, isnt that great, and it wont make 3s seem like an hour.
