The reasoning is: if you can't hear the other vehicles around you, you could end up in an accident or causing one. If you can't hear someone's scream or a horn, you will not react. I like music, and I turn it up, but I don't turn it up so loud that everything else is blocked out. There was a guy who died because he had his music so loud that he didn't hear the sirens of an ambulance. He changed lanes right in front of them, and was killed. So, there are reasons for it besides it being considered noise pollution.

many years ago i was standing on the red light with music blasting LOUD, than i turn my head, and thre was a police car right next to me, the driver cop was yelling in his pa, his face was red, the other cop, in the passenger seat was laughing his acs off, as i noticed them i turned my radio off, and the angry guy gave ma a lecture how loud my music was, while all that time the other cop, was laughing histericly, i got no ticket, just verbal warning. also some time ago i was driving and guy in a car next to me had his music loud it was loud even thou he had windows up, than i heard sirens, an ambulance was crossing, i stoped, but the loud music guy didn,t hear the sirens, and almost got hit by ambulance.

My town actually has an ordanance on the books about loud music, the cops drive around with decibel readers too.
Basically if they can hear the music outside your car, you're busted. It doesn't even have to be very loud. They put the ordanance in place because the rich multimillionaires on the main drag were bugged by the noise.
I used to drive my 548hp car up and down that street just for fun. It was LOUD, but it was absolutely legal

... I even had a bicycle cop grab my passenger window while I was in stop and go traffic on the main drag he and I had a pretty funny conversation:
cop: Nice car.
Me: Thanks!
Cop: I can hear the blower, what kind is it?
Me: Vortech 8lb, puts out 12lbs of boost.
Cop: Cool. My decibel reader says the engine/exhaust is 4 times louder than the noise ordinance allows for.
Me: Really?
Cop: Ya, is this baby legal? Got cats in it?
Me: Yep, totally legal.

Cop: Cool car, have a nice day.

I've been pulled over several times... typically I don't get ticketed, I generally can say something to get me out of it.
Years ago I was racing to Portland Ore from Seattle to meet my husband at the docks on Swan Island, he had been out at sea for 8 months. I was driving a 1976 honda civic. This is one of those little tiny egg shaped honda's... they're LITTLE and gutless.
So, I went barreling through a known speedtrap, probably doing about 65mph, the speed limit at that time was 55 on the freeway.
The cop walks up and I rolled down my window and the first thing he say is "Do you know how fast you were going?"
I batted my baby blues, and said "oh, dear, I had to have been doing at least 90mph, I'm SO sorry, I'm going to Portland to pick my husband up, I haven't seen him in 8 months"
He started cracking up, like I thought of offering him a tissue he was laughing so hard. All he said was "Ma'am, this car won't do 90mph! Just slow down ok?"
