no that page just claims they found the vault which could be just a hoax. The Beale Ciphers 1 + 3 still haven't been deciphered and are said to contain the location of the treasure.
There were 3 Beale ciphers. They all consist of a series of numbers.
The 2nd one was deciphered when it was discovered that the numbers represented words in the Declaration of Independance.
The 2nd one says something about the treasure and says that the location is encrypted in the 1st Beale cipher and the 3rd cipher contains the people who it belongs to or something. Can't remember.
The 1st and 3rd cipher contain higher numbers than the 2nd, some higher than the number of words in the declaration of independance which was suspected to be because the 1st and 3rd are different types of cipher.

I wouldn't bother wasting your time on them though, many treasure hunters have wasted their lives on it and some people claim there is evidence that they are an elaborate hoax and isn't actually decipherable. If you want to read the history of it to decide yourself then look up "beale cipher" in google and you will find loads of sites.
There is something interesting that is found when the 1st cipher is compared with the declaration of independance as the 2nd one was.
Anyhow, various cryptoanalysists have looked and analysed the Beale ciphers but none have cracked them, for this reason I cannot be bothered to even try - what chance have i got?
