someone went to a lot of trouble to fake that video.
Several things leapt out at me, firstly the type of weapons the gaurds used looked like the smaller calibre AK-74 as opposed to the standard AK-47 being employed by the Russians during the period. The '74' part of the name comes from the production of the prototype model. Hence, these weapons didn't appear until 1974. 5 years after this video was supposedly shot.
It's the equivalent of a german soldier in WWI carring an MP40 into battle.
Secondly, there were only two of the soldiers who actually carried weapons. Seemingly strange for a detachment of soldiers sent to examine and safeguard a crashed UFO from another world.
And thirdly (and most damningly), the cameraman spent an awful amount of time making sure he got all the soldiers in shot. So much footage was of 'setting the scene' and making it look official as opposed to actually filming the UFO itself. In fact throughout the entire thing we don't get a clear shot of it.
Therefore the idea was to create the impression of legitimacy of the phenomenon, and not the phenomenon itself.
