Both.
I agree mostly. But I find some religions not to be harmful.
Many people with addictions would grab on to drugs instead of god. I prefer they do god.
If the religion inspires hatred then I'd rather risk they OD on drugs than blowing others up in suicide missions or harming others (in any way) . It's sad that we as humans even have to ask this question.

I do not think it's the religion itself, as being powerful and/or harmful, it's a thing. I always feel it's the people behind something that are powerful and/or harmful. I always have felt that it is what you make of it. I think that there are those use things for their own intentions, and thus making them powerful and harmful. There is religion, and then there is a higher being(s) who seem to not always be out in the front to really noticed, so I don't think that is very powerful. Religion itself, is the coat, before someone puts it on. That is my thought on this.

I think religion can be both. It all depends on what believers do with their religion. If you use it to brainwash followers to fly planes into buildings then it is very harmful and powerful. I think there are religions which from the beginning were started for the reason to control or extort resources from followers. Some of them had a good start but changed into extortion religions. One most be careful not to get caught in the trap of controlling religions and maintain control of independent thought within your belief structure.
