Objects should not be used. Blows and slaps to the head are not acceptable.

But anything else is fair game.

"Anything else" isn't fair game. You can't beat your kids. Although I don't agree with spanking, the law really isn't that bad. Specific guidelines are in place that say what is acceptable and what isn't. Anything beyond unreasonable force is punishable by law. The law is now being fought at a federal level.

Ever hear the expression 'rule of the thumb' it came from a time when husbands could beat their wives with a cane no more than the width of his thumb, a well though out guidline? Obviously it was beyond normal descency so it was made illegal (thankfully). Guidlines for the physical punishment for children are a step in the right direction as long as they are policed properly. A slight slap could bounce of one child with no ill effects yet another could develop a huge bruise do you arrest based on the amount of force or the damage?

I personally dont believe in physical punishment for children, but I dont think a slap across the wrist when all else fails is a prisonable offence either.
