What we are currently talking about is an enterprize designed to allow wealthy people to take sub-orbital hops.
These will be undertandably expensive thrill rides, which will involve some pretty hefty transitions from powered flight, to a few minutes of free-fall, to about 6 gs of entry accelleration. That's it.
This is an enterprize that I think one day will be accomplished, but in no way will it be a vacation trip into space. It will be, as it is now, a risky enterprize. It will need to be approved by appropriate agencies, will be regulated, and will be dangerous. Personally, if this enterprize accelerates too quickly, I think we will see a disaster occur in that realm. Far too much has to be done beyond spacecraft development to insure a modicum of safety and survivability in the event of a problem.
It's still a long way off.
